Audit trail / site-policy-2026-09-13-licence-strength-is-high-whenever-a-licence-is-on-file

Licence strength is high whenever a licence is on file. Jurisdiction no longer sets the licence-strength badge. One earned licence (signal 1) is high — Anjouan, Curaçao, iGO, UKGC, and US-state paper use the same badge. Gauge integers unchanged. Ontario iGO, Alberta AGLC, and PlayNow remain separate legal markets; an ROC hop is still not those licences.
